Governance
==========
The Core Toolchain Infrastructure (CTI) project is an
`affiliated project <https://github.com/ossf/tac?tab=readme-ov-file#projects>`_
at the `Open Source Security Foundation <https://openssf.org/>`_ and is
itself a directed fund.
The CTI project raises, budgets, and spends funds in support of the GNU
Toolchain and associated projects. The governance model for the directed
fund includes a governing board (GB), and a technical advisory council (TAC).
The role of the GB is to review and authorize spending of funds, acting as
fiscal oversight to approved and prioritized projects that are presented
by the TAC.
The role of the TAC is to work with the GNU Toolchain community to prioritize
and refine requirements so they can be implemented to support the community.
The TAC has a seat on the GB, and must vote one of their members to attend
GB meetings. The TAC seat on the GB will act as the chair for GB meetings.
All governing board and technical advisory council meetings are open the
public to attend unless there is an issue that requires confidentiality
e.g. security.
Premier members of the Core Toolchain Infrastructure project are entitled
to one GB seat and one TAC seat.
The initial TAC bootstrap included 3 community members and was expanded to
10 community members. Membership in the TAC requires GB approval.
